- Preheat your oven to 375°F (190°C). Grease a 9x9-inch baking dish.
- Combine ground beef, breadcrumbs, egg, milk, onion, garlic powder, salt, black pepper, Worcestershire sauce, and half of the ketchup in a large bowl.
- Transfer the meat mixture into the baking dish and press down evenly. Spread the remaining ketchup on top. Bake for 20-25 minutes.
- Remove from the oven and let cool for a few minutes. Spread the prepared mashed potatoes over the meatloaf.
- Sprinkle shredded cheddar cheese and crumbled bacon over the mashed potatoes.
- Return to the oven and bake for an additional 10-15 minutes until cheese is melted and bubbly.
- Let rest for a few minutes, then garnish with chopped green onions or chives before serving.
