- Bring a large pot of salted water to a boil. Add rotini pasta and cook until al dente, about 8-10 minutes. Drain and reserve ½ cup pasta water.
- In a large skillet, heat 2 tablespoons of olive oil over medium-high heat. Add ground beef and cook for 5-7 minutes until browned. Season with salt and black pepper.
- Add an additional tablespoon of olive oil if needed and sauté minced garlic for about 1 minute until fragrant.
- Pour in the low-sodium beef broth and bring to a simmer. Stir in heavy cream and grated Parmesan cheese until smooth. Add flour if desired.
- Return browned beef to skillet, mix well, and fold in cooked rotini. If too thick, add reserved pasta water gradually.
- Add Italian seasoning, salt, and pepper to taste. Serve hot, garnished with fresh parsley.
